Pathways to Drug Policies that Work: Addressing the Real Needs of People and Societies

This brochure summarizes the costs of the "war on drugs" and the recommendations of the 2014 report by the Global Commission on Drug Policy. It presents five pathways to reform drug policies: putting people's health and safety first; ensuring access to essential medicines and pain control; ending the criminalization and incarceration of people who use drugs; refocusing enforcement responses to drug trafficking and organized crime; and regulating drug markets to put governments in control.
